This study examines the transformative role of Public Service Agencies (PSAs) in enhancing good university governance, a critical aspect often overlooked in higher education management. The background of this research stems from the increasing challenges in university governance, particularly in the context of financial autonomy and accountability. Universities, traditionally academic havens, are now evolving into complex entities requiring more dynamic governance models. The objective of this research is to explore how the integration of PSAs can lead to more effective governance in universities, aligning administrative functions with academic excellence and financial integrity. Employing a qualitative research methodology, the study delves into various case studies of universities that have undergone this transformation. Data was collected through in-depth interviews, document analysis, and participant observation, providing a comprehensive understanding of the processes and outcomes associated with PSA implementation in universities. The results reveal a significant positive impact on the governance structures of these institutions. Enhanced financial transparency, improved administrative efficiency, and heightened accountability were among the key outcomes noted. This shift not only streamlined university operations but also fostered a culture of good governance, essential for the sustainable development of higher educational institutions. The study's findings contribute valuable insights into the ongoing discourse on university governance, offering a novel perspective on the incorporation of PSAs as a strategic tool for institutional reform.
